Rumoured to be a small scale research project into the application of bio-technologies, the SPES facility is still under construction on the outskirts of the city, where its work is delayed on an almost daily basis by wide scale protests by pro-life and animal rights groups. It is scheduled for completion in late 2007.
SPES has received funding from a number of government quangos and is believed to have chosen its site due to its proximity to Werrington Woods, a small area of scientific interest due to its flora and fauna. The exact remit of SPES's research remains unknown and is unlikely to be made a matter of public knowledge.
