The brainchild of the late Sean Bowden, the Hartshill Development Project was supposed to bring cheap, affordable housing for the masses to the city. Whilst it achieved this, the project was not without its problems - most of which hinged around the design.
Instead of the modern, high tech design that was promised, the project delivered an outdated return to fifties style terraced housing. The buildings leaked, had problems with insulation and were generally poorly constructed. Even worse, the infrastructure proved woefully inadequate and power outages were common and the whole area quickly fell into disrepair when the project was to have been fraudulently funded.
These days, the area is home to the poorest in the city and it is common for there to be entire days without power. Some still hold out hope that the problems can be rectified, perhaps by another crusader such as Sean Bowden?
