The most successful underworld groups usually form behind some kind of figurehead, someone they can call Boss; The Consortium is no exception to this.
With the Major gangs of the underworld ripping heavily into each other these passed few years something had to give. Weak–points appeared, so naturally in the dog eat dog world of crime someone was going to fill those gaps.
In late 2004 such an ambitious go–getter found a niche. Targeting unaligned underworld factions he approached them with an idea. By slowly pulling their resources together, directing them in new endeavours, and recruiting members to swell their ranks, the charismatic Mr. Wight succeeded in unifying the disparate groups under one banner into a new criminal mob. Thus was The Consortium founded.
Avoiding direct conflict with the Gambino or Sandernacht groups the fledgling Consortium waged guerrilla war on the already weakened Daughters of the Desert. As areas were weakened by street battles, drive–by shootings, and organised petrol–bombings, The Consortium's toughs, moneylenders, gangs and other miscellaneous interests moved in to fill the voids and take over what similar businesses were already in the area, bringing the offer to join The Consortium or be put out of business. Only those that agreed to follow The Consortium's guiding principles are allowed become members, the others suffered a darker fate.
