Primary Role: Private Police Force.

Castelan (previously Scarab Securities) grew out of a local initiative in the mid nineties to privatise local law enforcement in a bid to reduce spiralling costs and the burden on an overstretched police force. A number of companies tendered for the role but in the end GAOM were successful and a new era of law enforcement began in the city.

Scarab Securities focussed on the reduction of crime at the source, no longer would the authorities wait for a crime to happen, they would target the criminal beforehand. Whilst civil rights groups rallied against these draconian measures the figures spoke for themselves; month after month crime was reduced in the city.

But all of this came at a heavy price. Scarab's methods became increasingly extreme. Officers were issued with increasing amounts of firepower, suspects received harsher treatment and the civil liberties of the average citizen began to erode.

Under increasing political pressure, Scarab began to buckle. Change was required, thus Scarab Securities became Castelan.

Initially Castelan appeared to have departed completely from the methods of the predecessors completely, recruiting officers from the city and focussing on community policing instead. Whilst they were still capable of dealing with large scale threats when the need arose, they seemed far less totalitarian than their former incarnations. Unfortunately the company's profits were hit as a result of this new direction and new management was called in to deal with the situation.

The complete reasons behind Andrew Sant's plans for the city will never be truly known, but suffice to say his grand scheme was the death of the company. Sant became obsessed that the city was sinking further and further into a moral quagmire and that something needed to be done about it. In his vision the city needed to be shocked into acting against the “insidious threat” and the only way to do that was with an act that would galvanise the city. Using the supposed presence of the terrorist group G8 Suppress in the city, he is believed to have engineered the assassination of Sean Bowden and the subsequent explosion of the GAOM tower. Castelan declared “Martial Law” across the city and began the systematic execution of “undesirables” until they were eventually stopped by the British Military when it was established that they were behind the initial action and were attempting to launch a coup.

Since then Castelan and all other subsidiaries of GAOM were declared illegal within the UK, and although occasional cells are found they have little of the clout that they once had. Private police forces were declared illegal following the events of December, but many wonder how long it will be before a city, desperate for law and order will once again request a greater police presence and a private force will be the only viable option?
