For years, outside forces have watched the city keen to promote their own agenda – foremost of these observers is The Man In Black.
No one knows whether he is a single entity, a clone or just a group that wishes to hide behind the façade of a faceless guise, all that is known is that when they choose to be come involved in events in the city they have done so with a ruthless efficiency.
It was originally thought that The Man In Black was an agent of Andrew Sant (and it certainly is true that he was most active during Sant's tenure at Castelan), but following the coup of 2003, he seemingly turned against Sant and actively pursued his execution. If it were not for the intervention of the Court, The Man In Black would have succeeded in extraditing him for execution.
Since then The Man In Black has been seen on numerous occasions in the city, most notably when the Brujah armoury was discovered. This brief (but bloody) altercation shows that he is still an active figure in the city.
