Over-worked. Over-stretched. Under-paid.

The last good cop, John Winters.

Following the assassination of the former Chief Constable James Drake, The Constabulary brought in John Winters to take over the running of the police and security forces in the city. A lifetime police officer Winters had already established a reputation for fighting corruption within the police in his previous tenure as head of Internal Affairs. The appointment was not universally welcomed.

Winters quickly established his stake in the city, initiating an investigation into the death of his predecessor and attempting to weaken the influence of organised crime within the city, unfortunately it is this last part that has won him as many enemies has he has gained friends. Winters response to this was to attempt to reinforce police procedure in an effort to gain public support for his actions.

Winters is fighting a loosing battle. As he attempts to legitimise and co–ordinate the actions of the police force, the officers continue to become more and more extreme, furthering the disquiet amongst the politicians about his recent decisions. Winters position as a golden boy in the police is beginning to look shaky.

Recently however Winters' has regained the confidence of the politicians. His arrest of two individuals suspected of running the Sandernacht Group has renewed confidence in his claim that he would clean up the city. However, Winters has no future in law enforcement, his final act in stamping out corruption in the city - killing John Weide.
